PositionTitle: Financial Programming Consultant Work Locations: NanggroeAceh Darussalam; Jakarta Supervisor: ProposalDevelopment Team Leader Background: The Consultantwill provide local expertise to the CHF field assessment team on a $5-7 millionWorld Bank-funded program aimed at developing the economic/financial sectorcompetitiveness and improving growth in the Aceh province of Indonesia.The consultant will accompany CHF¢s team leader at meetings and field visitswith the purpose of conducting an assessment of various finance sub-sectors,engaging local CHF staff and stakeholders in the process of revealing keyconstraints to productivity and growth and identifying opportunities to addressthese constraints through sustainable, demand-driven program interventions. Theprogram design will be oriented at developing private sector capacity andaccess to finance for SMEs, attracting investment and expanding domestic andexport markets for raw and processed goods. Scope of Work: · 3 weeks in Aceh and Jakartaaccompanying the proposal development team leader· Provide technical expertise on key finance sectorconstraints and recommend needed, high-impact interventions designed toovercome these constraints, which are consistent with local practices and theeconomic and cultural context.· Assist in creating a meeting agenda of key stakeholders inthe finance sector. · Assist in conducting interviews, focus groups and/or surveysof key stakeholders in the finance sector to assess constraints inproductivity, input availability, methods, technologies, services, andvertical/horizontal coordination, etc. · Assist field assessment team in creating matrix ofconstraints/opportunities, interventions and local resources and incoordination with staff and stakeholders· Based on Matrix help select sub-sectors on which to focusour proposed activities· Once nascent approach is created, re-engage stakeholders andstaff for feedback and validation; modify approach accordingly.· Assist in writing of technical sections of proposal asnecessary Qualifications· MBA or similar financial sector qualification· Understands financial services in Indonesia and the region· Familiaritywith sector analyses· Knowledgeableof and can secure appointments with industry managers (banks etc); appropriatepublic office holders, etc· Knowledgeableof key officials and other key individuals; and,· Canprovide reliable general guidance on financial sector needs assessment The closing date for all applications is on Thursday, February5. 2009, at 5pm.
